Mods ARE NOT enabled, I do NOT want to enable mods, and my server is crashing because of mods
I don't wanna play with mods, my original server-config is modded, though, so I just made a new config. Right off the bat, no mods are enabled or installed on the server under the steam workshop or mods tabs, yet I still have settings I can change for all my mods. Then, I load up the server, fine, I customize my stats, fine, I customize my character, I press the button to continue, my game gets part of the way through loading, and then it crashes due to Tsar's Lib, a mod WHICH ISN'T EVEN ENABLED. I have someone waiting on me to host, so this is incredibly frustrating.

I find that Unsubscribe usually works but every now and again, the folders and files are not removed. This has led to me experiencing the unwanted lingering that you encountered.

The "nuclear" option always works but when one is in a hurry, it can be a PITA for some. Me, for one.

I hope that you were able to play without issue or, at least, few hiccups that were not game-breaking.
I've had to go "Nuclear Winter" once. I subbed to a backpack mod, used once, deleted the save, and then unsubbed

Yet the files for the mod physically stayed in the Workshop/Game files and caused a strange bug where I would spawn in with 2 starter kits no matter mode or Sandbox Settings.

Had to uninstall the game and make sure every file for the game was also deleted before reinstalling to fix the issue

You could try removing the mod folders from your server or, failing that, completely remove PZ, verify that the directories are clear and any databases are purged, and reinstall cleanly.
