Zombie strength and toughness?
^^ Im assuming strength is zombie damage and ability to break through walls where toughness is there ability to withstand damage? I want to make it so its easier to stay undetected by zombies by changing eye sight to poor, so I figured a nice way to balance this would be upping the toughness so encounters with individual zombies and groups is more dangerous but I still want my character to eventually become a badass when his skills get higher. How much tougher are zombies when set to tough?

A good deal tougher.

I can't be more specific than that, sorry. I've tried it but left it when I realized that tough zombies survive point blank shotgun fire (at low level aiming). Which the sometimes do on normal setting as well, so it might be a lesser difference than I think it is. Either way, I prefer to add more zombies over making them tougher. Stronger means that they are more likely to do damage, and unless you are supercareful (which is difficult to maintain in a long game) an odd glitch might end your game (swing not connecting, zombie bouncing on fence, crawling zombie in tall grass...).

I like to offset the difficulty in having the Zs poorer eye sight and intelligence by having 5 times more of them. I like to have them being weak and frail, poorer eye sight but decent hearing. but just hundreds of them. You can kill a few with a single axe blow but theres always too many to stand and fight with.

That can be fun but I have found making ess stronger zombies to feel like a more realistic experience. Doesn't feel right to me to be able to just drop 3 zombies in a single swing. I also like making it so I almost always have to run away, kiling a zombie is a last resort as I am trying to just stay alive. I guess I prefer to have less zombies that are more of a threat making fleeing more often the better choice.

No they have toughness and strength increasing strength makes them more likely to do damage and can break through fences easier.

I am all about giving them worse eye sight. I like to play the game with reloading on hard, so I actually have to use magazines and rack the weapon if I dont reload before firing my last shot. I hope that a mod will add different ammunition types as different ammunitions can make different sounds while firing. A tactic that would be realistic is to load the first two shots of your mag (the last two shots fired) with a round that has more gunpowder and will make a louder bang so you know when your on your last shot. Than you can pull the mag out and put the next one in without racking because you know there is still one shot in the chamber. I do this when shooting at the range so I can continue firing without having to rack esp. when trying to go for speed, simply load a different ammo that makes a different sound when fired and you will recognize the change in pitch and know you are on your last shot.
