They mean sparklers as in the firework (I hope), which is used exclusively by engineers for aerosol bombs. They're pretty dang rare - I've cleared entire towns without finding any, too.
Yeah. Sparklers, engineers, and aerosol bombs are all in vanilla.
Honestly, it feels like 90% of the electronics tree and half of the engineering recipes are useless with default drop rates.
OH, and I have still never seen a sledgehammer, either. I have scoured the warehouses of the world, and not one has ever appeared.
They're out there... I find them in the weirdest spots too. The car repair place in Muldraugh had one in this current playthrough... In the little concrete storage building in the back.
On the last play-through in which I looted that location, that building was locked and I, ironically, needed a sledgehammer to get into it.
You can get in there with any melee weapon just by battering it down. Axes are best for that - even stone axes are pretty good. It can be an awkward place to make a lot of noise though.
Sparkles are not spawning. Not in my saves. I already looted Muldraugh, every single house and place and nothing. Looted West Point as well and nothing.
