I believe you build some floor tiles, then a fence, and put a sheet rope on that fence to scale down.
I generally don't go to rosewood so I could be wrong, but thats generally how you access otherwise unreachable rooftops without using sledge/build stairs.
I know you can attack through windows, so perhaps this is the same concept.
Make sure you are lined up properly on the isometric tiles, I literally just did it from the second floor of my base and jumped outside onto the tile to ensure it built on the second floor, and it did.
What could be happening is you're trying to place the tile to the left or right adjacent tile, while thinking you're placing adjacently, the isometric view is always at a diagonal slant, so it can be a little confusing for tile placement sometimes.
Yep except only 1 tile outside, I didn't build one inside, I just tried and it worked no problem. Don't know if having a sheet curtain mattered , but probably not, there was no sheet rope either on that window, so perhaps if you have one, try removing it.
