Make Bob and Kate a guaranteed event

So only really today did I decide to look into the Bob and Kate story from long ago, it was extremely interesting, depressing and heartwarming all at once, I instantly loved it. After looking further did I see that their safehouse still exists in Muldraugh, and seemingly it would always have the two in there as zombies with the house alarm disabled, I figure I'd pay my respects and bury them and such, on one of my existing saves.
I had to sort out my car, fight through hell in Muldraugh, scavenge for a shovel, fight near the house but not close enough that Kate and Bob would try break out, sneakily got inside only to find 2 naked zombies that look nothing like them at all.
Asked about it in the Discord, and apparently the wiki editors JUST figured out it's not guaranteed, it's a 31% chance or so, talk about my luck...
But even if I did get it and found that out, I find it severely disappointing, I honestly think it should be guaranteed, and better yet, put a use to the "Photo of Bob" and "Photo of Kate" items by having them spawn on each other's corpses for the player to reflect upon and take. I was really looking forward to it all for a big let down, I travelled Knox Country for 2 naked zombies.

i just did the same thing as you and found nothing but deception in that house lmao. not even two naked zombie, just nothing. i thought it was because i was using a mod but now i know its a 31% chance as you say.
