It takes a very long time to create a new server, especially with low resources or many mods. It took me a solid 3 minutes to start up a server last time (many mods). It's not stuck, it just takes a while, if you don't CTD just keep waiting and the game will launch eventually.

really? I guess it just takes a while because its been more than 3 minutes and its been stuck on initialising.... I did have lots of mods in but I tried starting a server with NO MODS and yet it was taking too long....

On the settings screen, try giving the server some more RAM. The initial 2Gb might not be enough. I gave it 4 Gb and it worked for me, after an incredibly long "initializing..." session.

Maybe someone else has some better ideas.

Awesome \o/
The P2P part has something to do with your network settings and port forwarding or something. I've seen some threads to this effect around here, try searching for it.
