To convince steam that you actually aren't still playing Zomboid you need to restart steam OR go to task manager and END TASK on zulu thing.
I have never seen this behavior if I exit Zomboid through the game ui. If you quit through the game's ui buttons Zulu will stop normally and steam will be happy. For some reason, steam's STOP button forgets to kill zulu (zomboid's exe will end but zulu won't) and the steam STOP button becomes broken and you will still be "playing Project Zomboid" in the eyes of steam client.
if your operating system gave you a popup "allow or deny this app" and you chose deny, you just created a rule in your firewall settings to block it.
go to your firewall settings rules and look for the rule that applies to zulu and delete it or edit it to allow.
if you delete it, the next time it pops up with a rule create option, choose allow.
