Its in the base game. You need to use the pickup furniture icon (same one you would use to pick up a crate or a chair etc) when by the window to remove the glass and then the frame.

If you want to pry open a window with a crowbar (in case I misunderstood your question) then you can use the "common sense" mod. Its a good one to get even if thats not what you meant since it allows you to pry open garages/doors with a crowbar, open cans with a knife and so on.
