In order to get the mods actually active in the server, you will have to add/include them in the server settings. This is also a simple process whereby you go to "Edit Server Settings" in the host menu, then go to the "Steam Workshop" section, above "Mods", and simply go through the list of your installed mods and add them one by one to the "Steam Workshop" section. This will automatically add them to the "Mods" section.
Once you have the list set, save the settings like you would normally and then start up the game. Keep an eye out on the bottom left corner for errors, ideally you don't want to see any come up. It is ideal to test combinations of mods that might affect or overlap each other. One example I had was with "Siphoning needs hoses" mod and a vehicle mod, the hoses worked as intended but I was unable to refuel those vehicles from fuel pumps whilst the first mod was active. If you are planning on keeping the server/world running long term you want to keep these things in mind as removing mods later on can sometimes cause further issues.
