How does an admin spawn a key for a car?

As admin : "/setaccesslevel username admin",
( activate VEHICULE CHEAT in the ADMIN PANEL)

THEN, when when standing near the desired car's engine/door/hull press "V" and it'll show you the vehicule mechanics repair/cheat option, then on REPAIR VEHICULE, lef/right click on the car HEALTH and click on cheat;GET KEY.
