I'm not sure what you're asking. Could you clarify?

I believe they're asking how to make it so you read skill books very quickly.

To OP: To my knowledge, there's no way to change the speed at which you read in the sandbox opotions, so I'm assuming you're digging around in the code and that's beyond my scope of knowledge. If I had to guess, set the value below 1.0 for slower reading speed (0.5 would have your character read half as fast) and higher than 1.0 for faster (2.0 would have you read twice as fast)

look the " minutes to read one page " , the default is 1.0, what is the max/min? how i should configure to read fast all books in a server?
Unfortunately, the link seems to be broken? Even after removing the spaces, I can't get it to take me anywhere.

I'd guess setting it to 0.1 would be as fast as it will go without throwing all kinds of errors...

working here, maybe you dont removed all spaces
okay, I see it now. That was weird.

Well, yeah, I'm not sure what else to tell you. Like I said in my last post, this is beyond my scope of knowledge. I would assume that 0.1 should be a relatively low value for fast reading, while still being acceptable by the code. You might even try 0.01

Depends on if the code actually accepts decimal values (I know there were quite a few values in Civ V that were listed as 1.0 in the xml but were integers so the game actually ignored anything after the decimal, which annoyed a lot of modders since anything below 1.0 was treated as 0 and anything between 1.0 and 2.0 was 1).... also the minimum value might BE 1.0.

Would be better to look at the code for the traits to see how Speed Reader works and perhaps give a similar effect free to all on the server.

Fair point. I just assumed it would work because the sandbox options work with decimal places.
I think books are balanced , kinda easy to read them when you got nothing to do or waiting , read while cooking , read while "your coop budy does stuff and you wait anyway"
