Report a translation problem
PS EDIT: The only difference shows up when your character dies and the game shows you're playing in Sandbox. If this bothers you simply move the save file from "Sandbox" to "Apocalypse" folder.
If you want to change your settings mid-game there are guides online for that (can't paste the links here for some reason)

After reading some comments, someone mentioned you can't change the settings of a cell after it has been generated.
I had to start a new world. :(
One of these days I have to do a no respawn run to see what it's like but so far I can't convince myself to do it because it seems like the world would get pretty boring pretty quickly once I had the world to myself.
On another note, I can understand why you want to stick to Apocalypse because I'm pretty much the same and I want to have as much of a realistic experience as the game can provide. After some tinkering I made my own modifications and I can share them here:
PROJECT ZOMBOID SOLITUDE SETUP
Sandbox game, Apocalypse preset,
Three "buffs" and three "debuffs" to balance them out
1. Population counter 1.25 (default is 1.5)
2. Multi-hit disabled to balance (default is also disabled but most people enable it)
3. Zombie respawn in a tile 72 hours (default is 16)
4. Zombie Migration 6 hours to balance (default is 12)
5. Map known at start and minimap enabled (default is both disabled)
6. Map annotations disabled to balance (default is enabled)
The main reason why you have a gripe with zombie respawn (I know from experience) is the tile respawn setting, 16 hours simply isn't enough time for a player to take a fully loaded van to store all of the loot into the base so you end up having to clear the same area over and over and over and over again. 72 hours for the tile respawn gives you more than enough time to do your looting, go back to base, maybe repair your gear or your van and trailer, get back and continue looting until you clean the place.
My main reason for wanting to disable it was to give me a long term goal that would give me a reason to visit each city and clear out every building. It's more about giving my current playthrough more long term driving force. I do like Apocalypse mode and it will require more clearing of zombies every time you want to get gas or search out resources but I think I might play through the sandbox mode once I either die or get tired of playing my current playthrough.
Adding NPC's that you can find and help out would probably give the player an alternative long term goal that would be satisfying without needing to go to extremes like killing all zombies in the entire state. Most likely once they get reintroduced this will solve my issue of having a long term goal and reason to explore everything while keeping the original apocalypse mode difficulty intact.
