Change your Randomized Vehicle Stories Chance to a higher setting.
edit: Scum saving only works for cells and for (vehicle) event encounter spawns. Not sure trailer spawn has anything to do with it. Allthough there might be one or two trailer related vehicle events. But vehicle events are more like finding the delivery truck with comics and the like.

That's exactly what I'm planning to do, first storing a manual save and then driving around a large area for a day. If the trailer doesn't spawn I'll just reload that manual save and keep repeating the drive until I get the trailer.
But first I'd like to wait a bit to see if there's a legitimate way of obtaining a trailer that doesn't include taking advantage of manual saves for savescumming.
I haven't bothered with them either until I realized I'm going to have to start hauling stuff across the map. In the vanilla game and with the Organized trait that gives me 120 more trunk capacity for each trip and increases it from 208 (with the Box van) to 328.
PS EDIT: Currently I'm raiding March Ridge and its only saving grace is that pretty much every single house has some firearm and some ammo even on the Apocalypse settings, which will all have to be hauled and stocked (HOARDED) in the main Muldraugh base.
Now that's blatantly cheating :)
Also, the OP did not say anything about NOT cheating. And using debug is not much different than 'scrumsaving'.
Just any road can have a trailer really. Except car parks.
Games are about fun and it may be that after the first YEAR in the game (as the OP mentioned) the frustration of not finding something you want (thus the post about said problem) makes the game NOT fun.
