DO NOT level up mechanics on a good engine.
Now that 90+ quality engine is in the 50's because of poor decision making.
But to answer your question, that should be self explanatory. If your numbers are green I think it's obvious the range at which you should consider replacing parts.
I leveled my Mechanics by doing the "De-attach/Re-attach car part until you can do the same to a better car part". All with busted (red) parts, of course.
Actually, it isn´t. I have no idea which one is the condition range a car part can go until it becomes unreliable.

As one other person said, try and repair the parts as well but before you do any of this however, make sure your mechanics are at a high enough level that way you don't risk breaking or reducing the parts' condition. Find a vehicle and use it as a vehicle to train with before working on your main ride that way you insure maximum effectiveness.
Doing that already: farmed non-stop until I could replace EVERY part safely (I think Mechanics 7?)
Doing that already: I try to keep the hood at 95%+. Same for the car trunk. Not exactly efficient in terms of iron plates, but i'm doing it anyway.

Are you saying that I actually CAN repair individual car parts? Like the brakes, suspension, or tires?
