Did you perhaps cancel the server “initialization” at any point? Since it is not recommended to do that, as it can break the server further and cause the Normal Termination errors.

Regardless of that, try going to “Steam\steamapps\common\ProjectZomboid” and delete the “steamapps” folder found there. Then launch the server again and let it initialize.

I have pretty much the same issue. I am trying to set up a server with a ton of mods. Just with normal zomboid it first is initializing a long time afterwards it says "server has stopped during launch (normal termination) after that i tried using dedicated servers, i always get the error :

after that i tried using steamcmd, and i get the same error message. I tryed using 10GB RAM with my PC could run 16GB. I am really confused.

Would need to see the whole log.
+ Try the same fix as mentioned above, delete the steamapps folder.

close/restart steam. apply any updates to the steam launcher program and relaunch the game. If it's the same issue I was having: I sometimes get that issue when I'm trying to launch the game with a mod that's been updated while the game was already initialized. It get's a mismatch but doesn't relay that information back and instead stalls out and terminates.
