You can set the amount of gas under sandbox settings. There is also variety of mods related to gas, gas cans, transferring gas.
But yeah, lots of jokes have been made about how it still feels way too small (that and how poor the condition of every car is), but again... it's still mostly to make the game more fun to get you to scavenge more. It's definitely not a bad thing to adjust the setting if you want cars and gas to be more accessible, as others have stated. Part of the fun of the game is adjusting things if you want to see how much more fun it will or will not be.
Its part balance. Apocalypse gas isnt all that rare, its just that the cars you want to have gas in dont have gas in. Its a roll of the dice multiple roll, 1, was the key in the car? 2. the chances of the key in the car and gas? the chance to find a ready to go car is low but its not that low. And its always worth checking still. Never assume because of the game mode that its got no gas, sometimes it can be full.

10 guns over 2000 rounds of ammo in my home imagine starting the game off in my home
Especially if more cars are locked and have an alarm.
its a good trade off for realism and the game - it makes getting a car quite risky
