Well sadly it is likely a mod issue. Either one of them has changed how filling dirt in sacks work, or one of them completely broke it. In which case you will need to disable them one by one to figure out which one causes it:(

Yeah, a lot of the bag mods tend to overwrite the original file containing all of the bag values and it disables the ability to fill sacks with dirt for some reason.

You don't have to do it one by one to check, you can do it in chunks. It massively speeds up the process. I like to do it alphabetically, All As, All Bs, and so on. If it's only a few I mix letters (example O and N) into one chunk. Once you identify the problem chunks, you have massively whittled down the list of mods causing your issue and then you can check them one by one much more quickly.
