Which NPC Mod? There's two, or three, now, right?
Anyhow - I recall trying them back in the day, some of the earlier builds were A LOT more stable, than they are, now.
I have stopped using ANY NPC Mod, for quite a bit, at this point.
It is a bit sad. They were really fun to mess with - I wonder if I can get them to work, by essentially turning all NPC Settings down, and using Debug to manually spawn groups around the area, in incredibly specific fashion, or maybe just one guy, for a companion experience (I tend to play Solo, have for a while, stuck in my ways).
But, no, I don't use NPC Mods. I've not disabled everything , but I have turned off a couple of very outdated ones - in fact, I pruned a ton of long, well-outdated Mods, currently in a game for about an hour, now, giving it a shot, seeing if any results are produced.
In addition -- I've disabled a few intensive, but generally up-to-date ones, such as the Mod which adds swimming and ♥♥♥♥♥♥♥ boats (genius, really, I'd love to have fun with it if I can), and Expanded Helicopter Events, including many, many, many accessory Mods which have simply been disabled and were, just, well, never used -- seeing if it does me any good.

Is that a fact? You're not jerking my core, are you? Because if that is true, that sounds immensely helpful.
So far, consistent 60. Going to keep messing around, and see if it remains this way, for as long as I can tonight - I may have solved it, I know I'm being vague, I just don't want to celebrate too early.

It is going on 5AM, in my little corner of this cerulean death orb, so I cannot afford to continue troubleshooting.
To the point: After removing several odd dozen unused, or out of date Mods, I no longer dip down to 10FPS after engaging in mundane Zomboid affairs such as, drinking, scavenging, running for your life, that sort of thing, after a brief period of gameplay. Chipping down the Mod Load seemed to help, however, I highly suspect that putting every single possible variable of Expanded Helicopter Events to "Insane", might have had something to do with the FPS drops.
Turned those to off, or to more reasonable levels -- later, I need to try with the same across-board "Insane" settings and see if that replicates the previous issue, but that is a task for, well, when I have the chance. Still, having less loaded, and more RAM to spare, has yielded improvement, even when racing at breakneck speeds across the map, being met with merely the scant loading 'stutter' upon entering a new area - which is fairly typical without Mods, if I remember correctly.
In other words, this may have been the result of my own stupidity the entire time, nonetheless, we are going to better places.
I will do some more test runs next I can, and report back.
