It provides a lot of space for any of your needs. A giant roof that just needs 1 sledgehammer on 1 wall to access.
Next to no zombies in the area. Most you'll find are due to Story events
You're a short jog from a gas station and down the road from the river. Short drive from Riverside as well for loot runs.
The house just East of the factory makes for a good place to stay while you fix up the factory. It comes with 3 wire traps to get your rabbit stocks started
The restraunt in particular is on the outskirts of the town, while also being near the center. It is right next to the river, has windows all around upstairs, a easily defensible staircase ( you can build a window and a door, the window can be built in a way that you can see down but the zombies cant get to you. It has a kitchen, you can sleep on the couches and its close enough to the inn next door to grab a bed.
You can make a few escape ropes if you want.

You usually spawn in one of these houses, or near this area anyway. You're surrounded on 3 sides by unclimbable fence, there's a forest nearby for traps. The medic centre is nice and handy too.
The right side house has the odd benefit of having no windows face the street, other than one upstairs bedroom you won't use.
Once you clear out this area and the immediate surrounding area, it's pretty rare to see a wandering zed near these four houses. I've often sat in the backyard and read skill books on nice sunny days (you won't get bored).
Once established I usually start clearing my way left until I get to the self storage facility and then to the Warehouses. By this point I've usually found enough buckets and cooking pots to collect rainwater, but if not, the warehouses have lots of paint cans. I dump the yellow and use them.
From here it's not too difficult to keep going left to the gas station. Usually by this point I've found a working car and a bit of gas as well.

I'll eventually reach Louisville. Someday. And I plan to make multiple bases there using all the tall fenced gated communities.

1. Massive Neighboorhood Base - Great for COOP

If you put gates on all 4 entrances or block them off. Zombies cannot spawn inside or wander inside.

2. Warehouse Base - Single player or coop

This base is hard early on - it starts with a large amount of zombie spawns nearby
Which means clearing probably close to 50 - 100 zombies for it to be "safe"
But you get a MASSIVE amount of goods - huge parking lot

Dockyard makes it easy to build a super safe Floating base
Population down the road is extremely high as its near center city one of the houses down below that uses curved wooden fence ( imp ) or metal spiked fence are slightly better as zombies won't follow that far
