i'd say yes. Its about strategic placement i guess. and the fact it could had been remote triggered. I played for many years never not once made that item Its aalll about the level 5 electronics add the remote sensor and remote trigger. Level 3 electrician could have built that off the bat without levelling.
They likely will only be touched in build 43.
Very little point in using any of them.
If you want to make noise to attract zombies just use a gun or car horn.

I've noticed that the Electrician Skill seems to be very lackluster with very little payoff and too high of a skill requirement for some things that should be closer to basic or mid level.
I too was interested in the Noise Maker after using a Digi-Watch Alarm and noticing how little pull range it actually had. I was thinking the Noise Maker would be more akin to a House Alarm going off, or yelling through a bullhorn.
You can't even rewire your house, or even string wire. As someone who came from Rimworld and Oxygen not Included, this is just basic stuff that should be in the game.
Here's hoping they get it in there.
There might be some game coming with restoration of power grid sections, since a lot of power grid infra-structure was added to the maps, include substations. This might be what electrician is in for. Also some of the repairs of car heaters i think will go the way of the electrician.
