How to prevent zombie spawns in/by base?
Decided to try setting up close in a city by making the rosewood firestation my own. currently ive just been dropping off supplies but Ive noticed they kinda keep spawning in bulk on the outside perimeter and the lower floor when I go out on my day trips. What can help fix/prevent this? Do I need to wall off the area, place furniture down and/or clear corpses? or is this just the city lifestyle? and if so, once I am established and fence it off, are they gonna be cheeky and spawn inside my walls that I put up?

Yeah, you need to basically block the entire area of your base.

Ages ago i used the place quite often as a base.
What you want to do is block all the ground level windows with cars, or wrecks. If done barricade these windows. So no zombie can enter from this place.
You should also block the two doorways with cars, preferably wrecks.(Towing and positioning can be an issue.) Once you done, there is no way for zeds to spawn in, nor to get inside. If you cant find wrecks then you can always use normal cars, but in this case barricade the doors as well. Finally set up on the east and south side by the windows the sheet ropes. And Voila. Your base is safe. (Be careful of the garage roof, you fall through it so remove first and replace thereafter with crafted floor boards or roof tiles.)

Once you've done with this you can basicly extend your base on the second level. What i did is connect the place to the police station's roof to the west (very big place perfect for farming), and to the north towards the two story houses.(I of course removed the stairs to each.) This way you have multiple ways to enter your base, and you can just walk unhindered here and there.

However there are two main issues with this. First of because you made the F.D. your base no fireman will spawn near the F.D. Also if you extend to the police station, no more police officers spawn in the P.D. Which is a shame because the F.D. can have on rare occasions axes, not to mention their clothing, and the P.D. can have guns and/or ammo.

A better and easier way to get a base is to find a car, and use it to block the hotel's door in downtown. Then no zombie can come to you, and you will have the whole first story of the building to you;)

"airlock" type of entrance/exit with 2 doors for your outer perimeter. (build around & with structures) see/watch youtube content.
and DONT LEAVE THE DOORS(generally) OPEN xd haha.
airlock-type entrance: you can leave one of the door open.

Or you can just build a log wall and protect it with crates + fence. Exploit, but keeps the zeds off.

I play on insane pop setting (x4 of the apocalypse) and zeds just break through everything even metal.

The could do that on apocalypse all you needed that time was a decent enough horde.)
Not sure if they toned down apocalypse since i have not played apocalypse in about 2 years.
Also you can always move to the second floor...or sleep in cars, that have their sleeping position blocked:D
