But if you have to choose, fitness.
Strength is easier to level up once you find barbells.
strength is easier to level up (you level just by carrying ♥♥♥♥ and fighting) and you can circumvent lack of strength by finding good backpacks (and not hoarding unecessary ♥♥♥♥ all the time) and leveling weapon skills (weapon skills give more damage than strength)
taking 0 strength and all in on fitness is the best option possible on character creation since you will level up strength in no time by just fighting and carrying 50%+ your carry weight
bonus tip: fighting with fast attacking weapons level up strength and fitness faster (knifes for easy stamina management, spears for easy damage)
When doing workouts the ones that need a Barbell or Dumbell also give a MASSIVE XP boost. For an example the best Fitness workout will only give 4xp per action. The best Strength workout gives 28xp per action as a baseline.
However
Axe at level 1 will one hit some zombies, two handed. Like a spear, but no animation. When tired, an axe swing is pretty good compared to a blunt swing while moderately or heavily exhausted.
Strength is more important to have than fitness. Fitness may increase the time you are under pressure, running or sneaking for. But strength gives combat and carry. Much more useful. Axe is also decently heavy. Heavier than a blunt. Fitness will help you run away for longer, in a high crowded area, you maybe circle that buildings a few times without any exhaustion causing you to bail for a line of sight break and something to eat.
I guess there is some depends
if you took Asthmatic you could take the fitness over the strength.
But if you didnt take Asthmatic take the strength over the fitness.
But a good build can be made with both strength and fitness. Which i think they are best used together. If used. Otherwise stick with defaults on those stats.
I find Strength, even without a barbell, trains up faster than Fitness. They feel about equal if Fitness starts 1 higher, but Strength does outpace it.
Strength is very good in the early game for finding necessities if you tend to base, but Fitness is just an awesome stat. Helps you work out more!
It's also easier to work out Strength if your Fitness is high
