In that file, edit the fullscreen=true line to fullscreen=false
Then try launching the game again.

Ive also reinstalled the game, verified the files, disabled overlays. etc etc
Right-click on your desktop and select Nvidia Control Panel.
Click Manage 3D Settings.
In the upper-right corner, click Restore Defaults.

I meant mainly your graphics card DRIVERS, to make sure there is no issue with them.
I would also recommend doing a FULL reinstall, to make sure that the game has no missing files.
First, uninstall the game, then go to "Steam\steamapps\common\ProjectZomboid" and make sure there are no leftover files or folders there.
After that, go to "C:\Users\YourUserName\Zomboid" and delete everything there except the "Saves" folder.
Then just install the game again and see if that helps.
