get two walkies, tune to same frequency, and place one down. move away and talk with other.
Might be misremembering though. Could have been just a radio placed on ground and turn up and run.
Experiment with what you want to try and see how and if it works.
voip walkies in multiplayer are bugged out right now though (at least as a way for players to communicate with each other) so I have seen in reports.
There are other ways to lure zombies as well, if you don't know.
Alarm clocks. Digital watches. (though they aren't very loud at all) You can craft noise makers. and the old grab a radio and place it on ground trick, crank it up and run. and more i ain't thinkin about maybe.
