The game allocates RAM to new players joining but doesn't unallocate it even after player numbers drop. I've seen a server go from 16 players using 19gb of RAM to it remaining at 16-19gb even after the player count drops to 4 or 5 for a few hours.
If you have 8gb, it will use 8gb, if you have 16gb, it will use 16gb and beyond. If you upgrade your ram and give it 24gb or more, even with only 10 players on it has still gone up to 20gb RAM usage somehow. This is all with vanilla, no mods are causing the memory leak / overuse of ram on the server.
