Another server I tried.. this time compete, but when joining I get same map chunk failed to download.
It's a shame to see the devs not prioritizing this issue a bit more, it's very common among a lot of people and it renders online impossible to play.
I've tried the new Steam Relay option and It's the same result, except now I also get a message saying " Warning: Server has port 16262 closed. " I've been in contact with the host and they say its open so w/e
I called my ISP today and explained the situation in detail, and I mentioned some of the things you pointed out such as.. maybe its my ISP blocking spesific packets or P2P for looking suspicious, which he said they don't do at all.
Furthermore he decided to give me a standard IP rather then dynamic, which is supposed to help with gaming and other issues. I then tried to connect to a zomboid server and I actually noticed change since may last year... I managed to load in 30 chunks before I got kicked for " failed to download map files" yes, 30 chunks, consistently 30 every time.
It did not fix the issue, but at the very least there was a small change, idk what it means yet.
I used to be able to play on servers with just as many mods with even more ping then this one, but one day it just stopped working.
Alternatively, you can use a VPN as that can bypass the ISP interference in some cases.

So it is not a connection issue I believe. I have done a fresh installation (after cleaning manually all the leftover files from /user/zomboid and workshop as well folder.
Also tried the trick to lower the resolution to lower the required map chunks to download. I would like to note that I have 0 issues playing multiplayer and connecting on vanilla client servers (no mods).
My resolution was I changed ISP. Despite the old ISP denying port blocking or anything that would cause issues, changing my ISP resolved my issues ten fold, the instant I clicked log in to server I could see the change, the pre map chunk data loaded in the first instance, previously they took around 30 seconds to download, and map chunks now download in 10-15 seconds. Since I've had no issues of concern, occasionally I will get the failed to download, but this seems to be after the server restarts and will only happen once, twice on a busy day, so this seems to be just a load on the rejoin aspect of connecting while many others are also trying. Otherwise all is good, Thank you for you advice Enigma it was appreciated, I hope others have success in their efforts to play MP.
One other solution I found which helped occasionally with the previous was to lower the game resolution to the lowest option prior to joining the servers, and returning to normal resolution once i joined. Again not the most convenient work around, but it lowered the number of map chunks which seemed to prevent the timeout occurring and allowing me to join the server. Once on the server I was able to download the chunks as they were required and only really found issues when driving fast through many chunks which would cause a time out.. but not so often I had big issues.
