The classic locations really, police stations, military checkpoints, gun stores. It's these kinds of locations that's a no brainer to come across guns and bullets

Gun shops, army loot, army surplus stores, pawn shops, police station lockers and storerooms, safehouses (the buildings that randomly generate with barricades on the windows), hunting supply stores, places with gun lockers such as the Rosewood Prison and the shooting range between Westpoint and Louisville etc, are your best bets for firearms and ammo in decent quantities.

Backs of police cars tend to have either ammo or a shotgun, pistol sometimes. Otherwise you can always find them on army or police corpses, alive and dead of course. Sometimes you will find survivor houses boarded up that will have a stash of weapons inside. Do check cars though, I have found ammo and guns in cars every now and again.
