Is it possable to hotwire cars, and if so what do you need to do it?

Yes. you need electrical 2, and Mechanical 5 ( i think.) when you obtain the correct skill i think it'll provide you the option

You need lvl 2 mechanic and lvl 1 electrical. Then you just hotwire cars with the V menu

ya i found it today. Accidently hit V and saw the icon in top left of radial. Took a bunch of attempts but finially worked.
