You can get away with lowering the resolution.
Also if you are running on a laptop then go into power settings, disable all power saving and set profile to performance this will use more power but will help.
If you are on an older PC try getting a new GPU, any modern GPU can run this game.

what are your specs?
whats your FPS?

Even a bad laptop should be able to run this game.

You can try and lower/disable stuff like puddles and reflections. And if I'm not mistaken there's a new option called "Tiering zombies", though I'm not sure where it is.

I see people talking about having a better GPU, but I have a GTX 1060, I play GTA V, DayZ and much heavier games, but in PZ I have lag constantly. This game is poorly optimized, no GPU is going to change that.

I have a 5year old 980, I get a constant 60fps (locked) if you have a 1060 then you should be running this game with no problems, have a little look online to find the issue.

Try checking your battery settings, many laptops limit preformance to improve battery life, if that doesn't work then take a look in task manager and terminate any programs which use a lot of CPU, my old laptop was worse than yours and ran the game fine.
my preformance manager says my cpu and memory are maxed out is there any optimizations i can do to or ingame to help it refrain from stuttering when i move a step it runs fine otherwise

They're working on an update that will allow the GPU to carry more of the weight, which should result in better FPS.

Of course, the biggest issue our engine struggles with daily is the extreme CPU and GPU heavy requirements of having a map composed of so many unique tiles, shaders and other stuff without the ability to use a z-buffer to let us render in an optimized way like most 3D games.

Ironically the fact that its ‘a simpler looking 2D game’ is what works against using a lot of the power of the GPU to render the map fast. This results in large FPS drops, particularly when zooming out due to the mind meltingly inefficient draw method that the ISO perspective forces on us.

We’ve had a few rather bold ideas on how to solve this, using the caching of chunks that have already been rendered, which we hope will vastly increase the FPS in B42.

if you use a 1440p or 2160p resolution, you can set the game to windowed 1080p then use a program called LosslessScaling, its on Steam. to use FSR up-scaling. this will give you a performance boost.

These mods are very useful for me especially in heavily modded matches .It is also useful to increase the RAM dedicated to the game (you can google how to do), reduce blood traces in game options, and decrease the time of removal of traces of blood in server settings
