It's very important NOT to bottle the water and drink it, though, as that will actually kill you.
I guess the logic behind this is that bottled watered from a tainted source would have multiplying bacteria and be more dangerous (or it could just be a bug lol).
No matter what preset difficulty setting you play on water and electricity both shut off randomly within 0-30 days upon starting. it is random. so there is a VERY SMALL chance both water and electricity are off from the very start.
The only difficulty where this is different is if you are playing on Initial Infection where water shut off is within 6-12 months after you start.
But it does require alot of foraging for the sticks and ect needed to make a campfire and ect.
Instead, start in Muldraugh. It's much much better for a new player. You'll find more things too. There is a "little bit" more Zs in Muldraugh but if you don't rush in & use stealth (C key) you'll be perfectly fine and you'll thank me later.

Also, it's useful to know that most people, probably 80% of players, are using a lot of mods. This game isn't finished and a lot of good people in the community created mods to add things in. More vehicle, more weapons, more clothes, etc. Most of them did a great job of balancing things out just fine. You'd be best to add a few mods too if you haven't. If you want, I can give you a list of the ones that are the most useful / balanced / make more sense to have.
Collect every cooking pot and saucepan you can find, and leave them outside your door on the ground. Whenever it rains, they will all fill up with water quickly, then you can build a campfire and boil the water to make it drinkable.
Collect as many bottles as you can as well, and pour the clean water into the bottles for storage so you can use the pots to get more water. If you can find a water cooler, you can store a lot of water in there, and you can pick up the (empty) cooler and bring it back to your base. Water coolers are a bit rare but not very. Check schools, offices, warehouses, light industrial type buildings.
This method can be started immediately with no skills, and with a dozen or so pots you can get enough water to live on easily. You can even do farming with this as your water source if you want.
