For newer players, it's a godsend. You can practice combat with a pretty darn good protection for the downside of being hot thus drinking more water.
For intermediate player, you might want to wear one set when you go into dangerous places like Rosewood prison. It's not meant to fight large numbers but it's best for unexpected fights where you might get hurt from something you didn't expect / see. Consider it an exploration set for dangerous places.
For veterans, there's no usefulness. Mostly because the giga chads will either run naked using the "I'm never getting hit in the first place" rule or know exactly where to go to gear up and will have the best or close to best gear in a week.
Again, as long as you don't fight more than.... 6-7 zombies, this set can be useful but don't forget to bring an extra water bottle.
One I know to be true is Denim can resist and negate scratches from broken windows. Usually only a denim shirt is needed.
I think you can get away with using just the firefighter pants but if you then combine up with the boots or worse the full set and helmet you are basically asking for trouble.
Hell my guy wears a poncho with nothing underneath most of the time, a pair of police or ranger pants. Sneakers or regular shoe. Regular shoe has some defence you know. Come winter usually just some additional light weight layers suffice.
A lot of the time I actually tank on the colds in winter. Until it is desperate to be cured
I even find wearing a military bullet proof vest to be too cumbersome and hot in summer. One extra thing to wash. So I usually don’t wear it unless i expect to encounter players.
I guess I should add a third type to my comment, the crazy firefighter dude who really loves to sweat :)
it´s not always about min/maxing.
if you find the choice of optimal gear to resticting, just stop using only the best gear.
wear a track suit and jewelry.

The speed modifers are like VERY minor, especially given carrying weight also affects your speed more so. So it's not crippling as people may make it out to be.
I still think it's good clothing for newer players, decent defence, the 'overheating' stuff can be an annoyance, sure but it's not that often and if you're in a car you can turn on the A/C.

I agree. I'd like to add to each his own playstyle. Some love to RP (There's a pretty big group in this game community, surprisingly so), some love to min/max (The classic meta gamers) and others are our ever present casuals. Still, I believe that the common player wants to experience the game and it's mechanics and can be a bit dismayed once he compare the huge pile of available clothing items to the very limited amount of worthwhile clothing items that actually do something. The short explanation is that the game isn't finished and a lot of clothing items may still be added later down the line. There's no reason to wait though because some great people in the community have already provided alternatives through mods.
As for the firefighter set maluses.... I think it's time I kill this subject once and for all. You guys are worrying over something mostly insignificant.
1st malus - Run speed --> Pretty pointless. If you want to understand why, go read my other topic that explains it called "Movement speed in general".
2nd malus - Combat speed --> The only thing that truly matters. 10% penalty to the combat stance movement speed. The combat stance is already slow. You ain't using it to run from zombies, you're using it to him'em. So it's not as big of a deal as you think. Early on, the protection is worth more than the malus. Later on, with high nimble skill, the combat's stance will be faster but by then you'll be so good at the game that you probably won't matter either way. The only thing I'd caution about is to avoid stacking too much Combat speed maluses. The firefighter set it itself isn't problematic on that front.

Clearly the cons in their orange prison outfits would weigh more than the firefighters who have to run around in heavier protective clothing all day!
