I can't find a tarp and using a sheet doesn't work? (build 27 #1)

So, I'm learning, lots of questions now that I'm trying to be active in the community. I've learned to move radishes and carrots indoor, as well as that the sledgehammer has a use. But now I'm all turned around because I used to be able to make a tent set with a sheet, sturdy sticks, 4 tent pegs, and I think a hammer. Now I can't? I've made sure it's all unpacked, but can't find a tarp, so I'm not so sure they're in the game yet, unless I'm just getting really unlucky. What could be going wrong?
