Running speed.
So. No. You won't sneak faster is you wearing sneakers.
the only footwear that slows you down is not wearing any shoes at all. All the other shoes, pants, and shirts I tested did not slow or increase movement despite the tooltip saying otherwise.
(mind you that i did not thoroughly test every article of shirts or pants)
I had misread your question initially. I'm assuming you mean sneaker run speed boost. It only effects sprinting IIRC. But I can't find the code for at this time, people say boots do better damage to zombies, but I also can't find a modifier for that so at this point it's hearsay.
If I get an answer in the code I'll update, for now just assume it doesn't.
Update: So you have multiple 'states' of movement, a singular base speed modifier (moodles attack this.) and then potential modifiers for each stance.
Run speed modifier only affects when you hold shift down, It does not effect sneaking, walking or sprinting.
I did find the stomp modifier though, and boots deal about double the stomp damage.
Finally to elaborate, you have a base speed modifier that is your base speed, and all stances (combat, sneaking, running, sprinting, walking.) draw from that modifier, as well as any modifiers unique to them.
From a jacket that provides a "10.05" run speed modifer and a "10.1" combatspeed modifer. since different ones exist.
Even another with a "0.0001" run speed modifer.
I tested by running up along a fence just to ensure it's practically always the same length/distance to ensure fairness at the isolated house in Muldraugh
The times were:
With nothing on: 5.34 seconds
10.05 Jacket: 5.17 seconds
0.0001 Jacket: 6.48 seconds
Which leads me to believe the whole "1.1 run speedmodifer" essentially does nothing visually since the "speed increase" is so TINY you do not even notice it or even benefit/suffer from it.
tl;dr
The modifier does work and exist, it's just so minor you literally do not see very much unless it's an insane modifier increase/decrease.
