If you're not killing the zombies farmers then yeah you will not find seeds on zombies very often if any. You'd be lucky to find them at all clearing a town.
the gigamart there is always stocked to the brim no matter the loot setting, the farming shop is also stocked no matter the setting... pretty much any commercial building along this "shopping road" is stuffed to the brim...
almost to the extrem that i tend to grab a big hauler car at every start and raid that place in 5-6 runs and then delete the safegame as i got absolutely everything i need for months...
its not even that overrun by zeds... which makes me wonder if the settings for that area are a bit bogged...
As for corn seeds, I thought I read in the wiki they don't exist.
