However the steps you wrote above are correct and do work, they will ONLY affect your sandbox settings, I do it all the time in order to fine tune my settings, I do recommend you backup your save just in case (though I never have encountered issues doing this).
If you want to reduce the zombie population you will need to delete your zpop files (with their relavent cells), this will essentially reset the zombie pop for their respective cell, or alternatively if you want to increase the zombie population, you will need to have respawning turned on and the population will gradually increase to the desired amount, the peak day multiplier will also still be applied.
Do you mean deleting ALL the zpop.bin files?
