If you are modded out with crazy mods, Maybe. Maybe not.
As for metalworking, you need to read the correct recipe book (or job) before you are allowed to build stuff.
Perhaps one day, as the game continues to evolve.
There is the newly added admin side tool picker allowing copy paste things. i haven't used it yet, but you could look there in admin or debug mode.
That being said, a good amount of furniture can still be moved.
Up the menu on the left side of your screen to pickup furniture, place them (from your inventory, not from your bag - be careful when losing health because of the weight) and so on.
Since some furniture were changed over the versions of the game, you might find some weird things like a shelve that you cannot dismantle/pickup because of it's inccorect size.
As for knowing what you or not do, check the wiki (carpenter/metalworking page).
Just to add to the weight health loss, you can't lose it past 75%, no matter how much you carry - so it's not something to worry so much. Of course, it also incur speed penalties who can prove deadly should you encounter a horde in your way.
Also, when you right click, provided you have access to a hammer and carpentry skill (this one I'm not sure), you'll see all the things you can craft in there, plus what skill level and materials it requires. Same for metalworking, except this one you'll have to find magazines teaching you the recipes.
Press B, as the keyboard bind menu suggests:)
Some storage items you cannot build like Dressers
If all you care about is storage capacity Metal Crates offer by far the best storage density in the game
