With Leather Strips for padding to make it into "armour" etc. No actual "armour" exists at the moment beyond bullet proof vests, at least in vanilla. Just augmented clothing and lots of layers.
It may be helpful to pick out a mod if you want to RP as the military, things like the SWAT pack, Sharks Enforcement Overhaul, BRITAs collection etc, stuff like that contains some good military goodies, although the balance is kinda questionable.
for the neck though certain leather jackets have neck protection, and some helmets will probably have neck protection, though i'm not sure.
My last 15 out of 17 deaths were bites to the groin. I think we need some metal panties or something like that.

You can wear Long Johns with other stuff. Not sure about Coveralls and Prison Jumpsuit, but it should be the same since they're all "Suits."
The downside to the others compared to Long Johns is that they have a Run Speed debuff of 10%. The upside is that they have 10% scratch defense while Long Johns doesn't.
And keep the heat low. Usually by getting wet before fighting some horde.
Brown leather jacket, leather gloves, leather trousers, long john, long sleeves tshirt, apron, denim shirt, short sleeve shirt, blue scarf, long socks.
Add boot (military desert boot) and eventually some headgear (but honestly, its dam rare to be hurt on the head, only worth if it's a low insulation one, and if you don't care about foraging -1).
That give you 25%hands, 77% forarm, 87% upperarm, 97% upper torso (could add tanktop for 100% for torso but it doesn't really get hit), 40% neck, 70% groin, 80% thigh, 50% shin (sadly, quite low).
