I know at least one person who nailed a sheet rope to every fence around his rooftop garden to prevent such a thing happening, lol.
They look ugly as sin though. I think you can build metal ones which look like railings and chainlink fences, kinda, using the Metalworking skill but it's a lot more resource intensive. You can also make barbed wire fences which look a bit nicer but barbed wire is annoying to get a hold of too. Your only real option is to build fences along the edges. Not railings, sadly. Maybe one day.
I don't see a lot of mods for adding new types of wall and structure to be built, so imagine maybe it's really hard to mod that stuff in? No clue. I would love a nice clean buildable railing though.
Other option is to get one of those tile mods that allow more building options.
