Have you char stand so the green box appears for the door, right click "smash window" then you can hot wire if you are burglar
To break in to a car -
-press V to open the vehicle menu when standing near the car. and you should see an option to "Smash Window", if you don't you need to reposition.
- make sure you are holding a weapon or you may cut yourself and get complications with the wound due to having glass in it.
- make sure iyou read which window you are about to break. The front left window means zombies can reach in and haul you out at low speeds, On 4 door cars go for a rear window, on 2 door models the right window then EITHER press Z to pull up the seating menu. and the hit 1 is for the drivers seat OR press SHIFT E to go straight to the driver seat from outside any unlocked door.
Smashing windows being a viable option varies based on your circumstances. If you're playing multiplayer and plan on having passengers, don't break any windows your passengers will be sitting next to, otherwise zombies will munch on them. This is why you never break the front left window, since this is the drivers seat. Smashing windows is done with a right click option most of the time, you have to position yourself right in front of the window you want to break and then right click the car, the option should pop up. You should have a weapon in your hands when doing this, unless you want a deep wound in one of your arms or hands with embedded glass that requires stitches. You CAN break a window with basic melee hits, but this takes longer in most cases than using the right click option.
Or you can either take the Burglar occupation to know how to hotwire cars from the get-go - you'll still need to break a window to get into the car, but you can then just hotwire the car with a V prompt without needing to look for the key - this takes a lot of time and can fail, though. You can also hotwire cars if you have 2 Mechanics + 1 Electrical skill.
Final option if breaking a window isn't something you want to do is tinkering with vehicle mechanics and removing the entire car door from the vehicle itself and the reinstalling it, which is a bit of an extreme measure indeed and takes a while but will result in the car being unlocked...useful if you want a vehicle in pristine condition, I suppose.
Sometimes you can find car keys on nearby dead zombies, or inside nearby buildings furniture, but this isn't reliable, more like a bonus while looting.
Something wrong with your game then, cause whenever I press "V" inside a car I see the hotwire option, it never failed me so not sure what's wrong on your end.
1: smash the window with a item in hand (otherwise you will get hurt), check the glovebox and seats for a key and pick it up, if there is none, you can learn how to hotwire with burglar or leveling up 1 electrical and 2 mechanical.
2: kill zombies surrounding the car or lure them, they might have a key on their corpse
