At the sandbox settings you can turn off z respawn, but imo that's gameplay gets boring after short time.
Even with those numbers, should you survive long enough to clear them, you will still eventually run into the same problem of it getting boring. Sure it may not happen as quickly, but it will happen.
Make sure you don't confuse spawning to the population max by x days as a RESPAWN and also be aware that zombie migration and movement is not a RESPAWN either.
This can look like, "Hey I cleared this town already. Respawn is off. Why is it now full again? "
a) max pop hasn't been reached yet, so zombie can spawn still (not respawn)
b) you have reached your max pop day and all the zombies have spawned. But now they migrate and move to empty cells (based on other sandbox settings) which also isn't respawning.
