SteamID is "steamID64 (Dec)" , can be left empty since it will bind to whoever connects to that username

ownerid is used for family sharing, when the steam ID of the game owner is different from the user that is playing.
username is the main username of the player, basically the account name which is chosen at game log in.
Generally a whitelist just needs the username to be added. Then a player can use that username with their own password, which will assign the password and Steam ID to that specific username.
