If you're talking about the wearable item named "Tool Belt" that takes the slot of the Belt item you start with, only certain items can go in the front and back slots, and only items categorized as "Tool" or "Tool/Weapon" can be placed in the container itself. So far I've found two items that can fit on the back slot. A Nail Gun weapon(Not the orange Hydrocraft Nailgun, the big yellow one that you can load a Nail Gun Magazine into.) and the Cordless Drill that functions as a weapon. I haven't found anything that fits in the front slot yet.
Edit: Confirmed there is no "tool belt" item in the vanilla game, so the mod that adds it would need to be updated to allow it.
The toolbelt you start with the first ones for large weapons two handed and bigger guns like shotgun. Smaller objects would just slip right out there assuming that's their immersive reason. The other two on the belt are for smaller objects that fit.
Really not gonna go into a huge debate on this since i'm only guessing their purpose base on what actually works at the moment. Maybe they'll change it with feedback though probably not. If it bothers you enough there might be a mod for it.
The ToolBet can storage only tools, and you can put on Slot 5 the Drill and Nail gun and Slot 6 walkie talkie.
Sounds like mods.
Screwdrivers go into quick item slots no problem.
