Superb Survivors with the Subpar survivors add on for it is the only way to have NPC's. Though occasionally hit some that are invulnerable requiring a zombie, or rolling the wheel weapon wise to get them somehow killed, when they decide to race you to a building you where eyeing..... specially when they decide to break down the door to get in them. Yeah shotgun to the face for that.

Superb Survivors mod and Subpar Survivors mod are both broken after version 41.65, NPCs now can't deal any damage to zombies. Some modders are currently working on another npc mod called Project Humanoid, but it's very unstable at current, pre-alpha stage.

Haha. Indeed. Seeing as how the earliest alphas had a tutorial with NPCs of a sort in them and we've only gone backwards in the ~11 years since then.
