That is the sounds folder. There are .ogg files for "burgalarm" "burgalarmbeep" "burglar1" and "burglar2"
I imagine converting that sound effect you wanted to .ogg and replacing one or more of those files would do the trick.
Second Edit:
I just checked the files, burglar2 seems to be the standard alarm. I don't think I have heard the sound effects for the others in game.
I just edited "burglar1" gonna go test it now and see if it works, I believe 1 is the house alarm sound and 2 is the car alarm sound.
Well I replaced burglar1 which is for sure the house alarm sound, but when I loaded in, it was still the default sound, So I'm at a loss as I believe I replaced the wrong sound, That or the server I use has different files somewhere.
if it is a multiplayer server there might be other things you need to do.
Try going to the mods folder, make a new folder and name it burgalarm or something, then copy the same file structure into that. Might work on a multiplayer server if you are hosting it. Might not be possible to change it if you are not the host.
