Adding vehicle mods to existing server

Hi people, I've question that whether if adding vehicle mods such as autotsar to an existing server will still spawn the new cars? I've only cleared rosewood with my friends and we just found out some new car mods from the workshop then added to the server.

So far we haven't explored the other town yet, but does it spawn?

It should spawn new cars in places nobody ever visited. There is also a complicated way to force parts of the map to completely restart without restarting whole server.

Is the complicated way to restart the other places are deleting some chunks of the map to force regenerate it?
