cant install any mods to my dedicated server

I'm running a dedicated server through pingperfect.com and the server itself is wonderful 20ms everyone can connect easy and fine, but when i install mods, it tells them when they join that my server is running mods, and they need to download them, but once were all in game with the mods, none of the mods are working, and yes all the mods are for 41.65 compatible

Make sure they are enabled in both the Mods= and WorkshopItem= lines
