Will soft reset do this?

Will soft resetting my world make different modded items and ''vehicles'' to spawn? i'm mostly wanting to introduce the silencers mod and autotsar's trailers into my game.

Soft resetting doesnt work on servers right now.

Yes, even when hosting.
To do the think you want, you can use the Item deletion option in the server settings, simply set the item removal time to a few in game hours and turn on the Item Removal Blacklist. This means any items NOT on the list would be deleted, then just make the list empty and it should wipe the map of items.
