Search Garages, All my propane torches I've found in domestic garages, i too feel like hardware stores are pretty meh, had a similar experience with Autoshops where i'll find more welding helmets on autoshop zombies than the autoshop itself; Same thing with Fireaxes, didnt find a single fireaxe in all of rosewood fire station, but find two in a hardware store.
General thing to take away is that loot is kinda unpredictable, you will usually find stuff where you least expect it and not where it would logically be found.
Some domestic garages have 'themed' loot, what i mean by this is that without fail if you go to certain houses they will ALWAYS have painting supplies, likewise there are some that will always have metalworking supplies; you generally want to go for the ones that have the metal shelves.

I disagree, it makes way more sense than before now. Like the houses are still mostly random though more limited. But why even go to random houses if you're looking for something specific. Near my house in Louisville there are at least 2 metalworking buildings filled with nothing but metal sheets and propane torches.
