Panic Reduction
Did they implement the time based panic reduction in servers?

Yes, but there are mixed reports as to whether this reduction is occurring on a character basis or a server basis.
Some people are saying that the reduction is tied to how long your character survived, while other people are saying its uniform for all players in the server, so a player who joined three months into the game gets the same panic as someone who was there on day 1. The latter is how it was working in the beta, but some people are saying it has since been fixed to observe the former.

Private Lime mentioned it in a video he released today (not sure of link posting rules so I will refrain for the moment). I have yet to test it myself.

TL; DR
Yes, panic reduction is implemented. I'm just not sure how.

Pretty sure someone tested this and it isn't actually working in MP yet, so Agoraphobic and Claustrophobic can't currently be mitigated eventually or something since your bonus panic reduction gained from successive days survived isn't actually working, or something like that. I can't remember the video I saw it on but it was a recent one.

Unless it has been hotfixed since then, anyway.

Said video also explained that the tiles you can see on screen is what affects your character I.E zooming out when outside as an Agoraphobic character will rapidly panic them compared to being zoomed in. Maybe I can find it in my history, but I clicked it via a group chat so it's probably lost to time now.

Huh, Apparently it has indeed been fixed. golly gosh, the devs are Johnny on the spot lately, eh? Although apparently now that means Agorophobic and Claustrophobic become pseudo-free points on worlds that are like 100+ days old, since it's based on world age and not character age or something? I dunno.

As far as I know, it has been always based on time survived (tied to character's age).

in singleplayer it is, but in mp im not sure how it really works.
but i havent played mp much cause of desync's and generally the game is balanced a bit easier. (gunsound range etc)
