Please check the server settings, go to the Workshop tab on the left side and enable the mods there.
What do you mean on the left side? In the main menu? Because effectively all that does is open up steam. Or do you mean the bottom option when you click on workshop there in which you have to manually insert mods in some way that is correlated to the server...
Server settings, do you mean before you start hosting the server? I don't understand this at all.
Edit: I've found it, it's literally right above mods. I have no idea why the hell they decided you need to enter all mods twice... Wth pz
The workshop is for downloading the mods, because you are using the Steam version of the game, meaning you are installing it through the workshop. You don't need to add them there if you install the mods manually, which I assume you are not doing.
The mods section actually enabled the mods after they are set to install in the workshop tab.
